Case 18-T-0015: No Galloo Island Proposed Transmission Facility







In January 2018, Galloo Island Wind, LLC (Applicant), filed a petition with the New York State Public Service Commission (Commission) seeking approval for construction of the Galloo Island Transmission Facility (the Project). The proposed project would include construction of an approximate 33-mile underground/submarine transmission facility extending from Galloo Island in the Town of Hounsfield, Jefferson County, along the bed of Lake Ontario to the City of Oswego, Oswego County, New York.

Informational Forum and Public Statement Hearings

Comments are invited on the Applicant’s request to construct a transmission facility. Interested members of the public are invited to attend public statement hearings and provide their comments. Each hearing will be immediately preceded by an informational forum, during which staff of the Department of Public Service (DPS) will provide an overview of the review process under the Public Service Law and the Applicant’s representatives will be available to answer questions about the proposed project. It is not necessary to make an appointment in advance or present written materials in order to speak at the hearings.*

Administrative Law Judges will preside over the public statement hearings and the gathering of public comments. Comments made at the hearings will be transcribed and become part of the formal record in this proceeding and will be presented to the Commission for its consideration. The Commission may adopt or reject the Applicant’s proposal in whole or in part, or modify it.

Description of the Project

On January 8, 2018, Galloo Island Wind, LLC filed an application with the Commission for a Certificate of Environmental Compatibility and Public Need under Article VII of the Public Service Law, to construct and operate an electric transmission line. The proposed Project would include construction of a 138 kilovolt (kV) substation on Galloo Island, an island in Lake Ontario approximately six miles from the mainland, and a new 115 kV point of interconnection (POI) substation on Mitchell Street in the City of Oswego. As part of the project, a 138 kV alternating current (AC) underground/underwater electric transmission cable will start at the Galloo Island substation and run approximately 33 miles along the bed of Lake Ontario and end at the proposed Mitchell Street POI substation.

The cable and related electric facilities will connect the proposed Galloo Island Wind Project to the New York State electric grid. The proposed 108.9 MW Galloo Island wind-powered electric generation facility is being reviewed under a separate Article 10 proceeding (15-F-0327) and will not be part of this Article VII case (18-T-0015).

Ways to Participate in the Article VII Process

    There are several ways to participate in the process, including:
    • Request Party Status: Becoming a party to a case enables an individual or group to contribute to the development of a complete record by conducting discovery, submitting testimony and evidence, briefs, or other formal written comments, and participating in evidentiary hearings, procedural conferences and other formal events conducted in the case.
          Interested groups or individuals may submit a request for party status on-line through the Commission’s www.dps.ny.gov website by searching the case number and clicking the “Request for Party Status” link at the top of the case page. Alternatively, a request form may be downloaded from the website or obtained by calling 518-474-4520. The requestor will be provisionally given party status, subject to the right of other parties to object and the determination of the Administrative Law Judge.
    • Join the Service List: Interested persons may monitor the proceeding by subscribing to the service list. Such persons will receive an e-mail with a direct link to the documents issued by the Commission, such as orders, notices, and rulings. Persons unable or unwilling to receive such electronic notification will receive hard copies of Commission issued documents by regular mail.

      • Monitor the Case on the Commission Website: Interested persons who choose not to sign up to receive e-mail notifications may view our website at their convenience to check on the status of a case. All public documents filed by parties, correspondence, hearing transcripts, and documents issued by the Commission are posted on the website for the case. In addition, all written comments submitted by the public are posted under the “public comments” tab for the case.
      • Provide Comments: The public statement hearings identified in this fact sheet are being held to provide the public with the opportunity to comment on the proposed Project. For those who cannot attend or prefer not to speak at a public statement hearing, there are several other ways to send comments to the Commission regarding the Applicant’s proposal. Comments should refer to “Case 18-T-0015.”
        All comments provided through the methods described below are requested by
        November 16, 2018, although comments will be accepted throughout the pendency of this proceeding. Submit comments:

          Via E-Mail/Mail: Submit comments electronically to Kathleen H. Comments delivered in these manners should reference “Case 18-T-0015.”
            · Via the Department Website: Comments may be entered directly into the case via the www.dps.ny.gov website, by entering the associated case number (18-T-0015) in the Search option found on the homepage. After opening the case file, enter comments in the “Post Comments” tab located at the top of the page.
            · Toll-Free Opinion Line: Individuals may choose to submit comments by calling the Commission’s toll-free Opinion Line at 1-800-335-2120. This line is set up to receive comments on pending cases from in-state callers, 24-hours a day. These comments are not transcribed but they are summarized and reported to the Commission for its consideration. Callers should refer to Case 18-T-0015.
