07-M-0548: Energy Efficiency Portfolio Standard



Background

On June 23, 2008, the Public Service Commission established the New York Energy Efficiency Portfolio Standard (EEPS) proceeding. As part of a statewide program to reduce New Yorkers' electricity usage 15% of forecast levels by the year 2015, with comparable results in natural gas conservation, the Commission established interim targets and funding through the year 2011. The State's utilities were required to file energy efficiency programs, and the New York State Energy Research and Development Authority, as well as independent parties, were invited to submit energy efficiency program proposals for Commission approval.

Since June 2009 the Commission has approved over 90 electric and gas energy efficiency programs, along with rules to guide implementation and measure results, through a series of orders listed below.

EEPS Technical Manuals

The Commission has, over the course of the EEPS proceeding, approved a series of technical manuals to provide a uniform, measure-specific approach to estimate the energy and demand savings achieved by EEPS programs and avoid conflicting energy saving estimates for the same measures within different programs.   

During 2008 and 2009, the Commission approved a series of five sector-specific technical manuals, and, in an order issued on October 15, 2010, the Commission approved a revised technical manual that updates and consolidates the five sector-specific manuals.  This new manual is effective January 1, 2011, meaning that, for all measures approved on or after January 1, 2011, the EEPS program administrators are required to use the new, updated and consolidated manual to estimate and report energy savings.
