Energy Efficiency Portfolio Standard

Background

On June 23, 2008, the Public Service Commission established the New York Energy Efficiency Portfolio Standard (EEPS) proceeding. As part of a statewide program to reduce New Yorkers' electricity usage 15% of forecast levels by the year 2015, with comparable results in natural gas conservation, the Commission established interim targets and funding through the year 2011. The State's utilities were required to file energy efficiency programs, and the New York State Energy Research and Development Authority, as well as independent parties, were invited to submit energy efficiency program proposals for Commission approval.

Since June 2009 the Commission has approved over 90 electric and gas energy efficiency programs, along with rules to guide implementation and measure results, through a series of orders listed below.

Technical Resource Manual

The Commission has approved a series of technical resource manuals (TRM) to provide a uniform, measure-specific approach to estimate the energy and demand savings achieved by New York’s energy efficiency programs and avoid conflicting energy saving estimates for the same measures within different programs.

On October 18, 2010, the Commission issued an order in Case 07-M-0548 that authorized the Director of the Office of Energy Efficiency and the Environment (OEEE) to make minor changes to the TRM limited to updating data and calculations to reflect changes to factors such as energy codes and standards, product specifications, and evaluation results.

On June 20, 2011, the Commission issued an order in Case 07-M-0548 that outlined a consensus process involving the energy efficiency advisory group and authorized the Director of OEEE to make substantive consensus modifications to the TRM to improve the accuracy and appropriateness of the standardized energy savings estimation approaches, calculations and assumptions at the measure level contained therein, as well as to add estimation approaches for new measures. TRM Version 2 and TRM Version 3 are the results of the consensus process and authority granted to the Director of OEEE in these orders.
