On July 17, 2015, the New York State Public Service Commission issued an Order to expand shared renewables opportunities to residents and businesses statewide. Low-income residents, renters, homeowners, schools and businesses can participate in shared renewables energy projects (also known as community distributed generation) to use cleaner energy and affordable power, such local solar, wind and other energy renewables.

As part of the Commission's Order, Staff has initiated a collaborative process to work with interested parties to investigate and evaluate low-income customer participation. The collaborative includes a diverse group of stakeholders ranging from landlord/property owner associations and low-income community advocacy organizations to solar/renewable power representatives and utilities.

The Collaborative has established five working groups — Financing, Energy Usage Data, CDG Customer (Subscriber), Incentives, and Oversight — to examine key barriers to low-income customer participation and develop solutions. A report on the Collaborative’s findings will be presented to the Commission in early 2016.
