Background
In its January 21, 2016 Order Authorizing the Clean Energy Fund Framework in Case 14-M-0094, the Public Service Commission established a Clean Energy Advisory Council (CEAC). The Council is co-chaired by Department of Public Service Staff (Staff) and the New York State Energy Research and Development Authority (NYSERDA). The Commission required that the Council address specific issues and provide the Commission or Staff with recommendations and reports regarding such issues. To comply with the Commission directives, the Council has developed an organizational structure that relies upon Working Groups to conduct the necessary research and analysis and to prepare reports regarding their findings and recommendations.
Structure
The Clean Energy Advisory Council (CEAC) operates through the structure of a Steering Committee and Working Groups. The Steering Committee is co-chaired by Department of Public Service Staff and NYSERDA and is comprised of members from utilities and New York Power Authority (NYPA), the Long Island Power Authority (LIPA), and from a broad array of stakeholders from key representative groups.
